The project “Execution of Energy Efficiency Initiatives in 9 State-Owned Buildings in Melaka” project is an initiative by Melaka State Government initiated by State Economic Planning Unit (UPEN) and is managed by Melaka Green Technology Corporation (MGTC). The finance of project and retrofit work was carried out by Danish Energy Efficiency Partners Sdn. Bhd. There are nine buildings under this initiative and were audited in 2014. The retrofit works of three of them, namely Putra Specialist Hospital, Wisma Negeri and Melaka Sentra have been completed in 2016. The total project value is about MYR18.5 million.

Wisma Negeri Melaka is a government office building and houses various state government agencies and organisations. It is owned by Pejabat Tanah & Galian Melaka and is located at Melaka International Trade Centre (MITC) in Ayer Keroh. The building is a combination of 2 blocks; Block A has 6 levels and Block B has 4 levels. There is an open car park within the compound.

The building was commissioned in 1995. It is an administrative building and operated during office hours. The total gross floor area (GLA) for the entire building complex is 18,638 m2, and about 93% of it is air-conditioned.

Due to the constrain of space within the building, instead of a total replacement plan, the cooling system was upgraded with new components – keeping the body or shell but with new and more efficient components inside. Water cool package units were retrofitted with VSD compressors and R410a refrigerant and components such as shell and tube condenser, filter media and blower belts were replaced. Condenser water pumps were retrofitted with new pumps and motor with VSD. Temperature control figure was added to optimised room temperature. All the fluorescent tubes were replaced with LED tubes.

The retrofitting works resulted a total energy saving of 793,000 kWh/year, which is equivalent to 32% consumption reduction.  In order to ensure the dedicated person is able to operate the units according to the setpoints, an innovative building control system were installed at the building.
