COWI works with capacity building of local actors in order to improve urban environmental management.

The purpose of the programme is to improve the quality of urban environmental planning in medium-size provincial cities. The programme provides support for activities at local level in a number of cities in the south of Vietnam.

Supporting capacity building

The programme also supports capacity building activities aimed at improving the knowledge and capability of professionals engaged in urban planning. A main component is the planning and implementation of Small Grants Projects. Some of the programme's resources will be directed to exchanging successful experience in urban environmental planning and management between cities, and to supporting the institutionalisation of good practices through the development of government policy and relevant legislation.

Coordination to ensure maximum impact

A coordination with similar inititatives, such as the European Commission's Asia Urbs programme, will be maintained throughout programme implementation to ensure maximum impact.

Technical assistance

COWI services include all technical assistance services comprising provision of advice concerning the formulation of the Small Grants Projects, and provision of specific technical expertise as requested, provision of training, and provision of advice on policy matters and legislation.
