Improving Transport of Waste across Europe

The work of the government’s Task Force for Resource Efficiency has now lead to a number of changes for the benefit of companies within import and export of waste.

- It should be easier for Danish companies to trade waste across borders. A better waste market will enhance both the growth and competitiveness for Danish companies and ensure that the value of materials in waste is utilised in the best possible way. It is an important step towards a circular economy for future sustainable growth, says the Minister of Environment & Food, Esben Lunde Larsen.

The Environmental Protection Agency has reviewed the areas of the legislation that Danish companies found unnecessary and inconvenient. The Danish practice has been compared with other countries’, and now a number of restrictions are being revoked after a concrete evaluation.

The decision pleases the Minister for Industry, Business and Financial Affairs, Brian Mikkelsen:

- It is the Government's clear goal to make it easier to do business in Denmark, and we must get rid of unnecessary bureaucracy in order to increase growth and jobs. It is important that the public sector does not stand in the way of companies’ bright, circular business ideas, says Brian Mikkelsen.

The Waste & Resource Industry is also pleased with the changes to the legislation:

- The amount of administrative resources to live up to the legislation in this area affects the competitiveness for Danish companies. Which is why, it is positive that the government has listened to the many proposals to simplify the legislations and make it easier to be a stakeholder on the market for renewable resources within waste. It is an economic advantage for the companies and for Denmark when it comes to promotion of circular economy, says the Sales and Marketing Director of Marius Pedersen and Chairman of the Waste and Resource Industry, Jeanett Vikkelsøe.

Some of the changes have already become effective and more will follow over the course of 2017.

Facts: Revocations in the legislation

  • Save one day of export: Until now, it would take three days from the waste exporters notifying the authorities of the export to the execution of the given export. From now on, the Environmental Protection Agency will include the day the notice is received in the processing time and, thus, save the exporter one day of waiting around.
  • Avoid 2/3 of the administrative hassle: Danish recycling facilities that receive waste from abroad will in the future be able to get a pre-approval from the Environmental Protection Agency. As a result, they will only have to report waste received at the facility every third year – instead of providing an annual reports.
  • Easier forms for notifications on import and export of waste: With built-in explanations (mouse-over), the opportunity to fill in the notification digitally and submit it per mail and with video instructions.
